一 |     United Nations, Oct 22 (UNI) Inter-communal violence in Sudan following a land ownership dispute has claimed at least 19 lives, a UN spokesman said.



UN Interim Humanitarian Coordinator Eddie Rowe is deeply concerned about the recent violence in West Kordofan and Blue Nile State, said Stephane Dujarric, the chief spokesman for UN Secretary-General Antonio Guterres on Friday.



"In Al Lagowa, in West Kordofan, violence escalated following a land ownership dispute and authorities report that at least 19 people were killed and 34 injured," Dujarric said.



Citing the International Organization for Migration, he added that more than 36,000 people fled the town. In Wad Al Mahi, in Blue Nile State, inter-communal violence has spread to several localities, and at least 1,200 people were displaced.



"As fighting continues, unconfirmed reports refer to many people killed," the spokesman said. "Two days ago, the governor of Blue Nile State issued a decree prohibiting the movement of civilians using trucks within Wad Al Mahi."



He said that restricting their freedom of movement prevents people from seeking safety and accessing life-saving services.



Dujarric said that interim humanitarian coordinator Rowe reminds all parties to the conflict to comply with their obligations under international humanitarian law and to protect civilians and civilian infrastructure, including health facilities, schools and water systems.



The spokesman said Rowe also urges the parties to allow the free movement of people looking for safety and assistance.

二 |     이재명 대통령이 지난 21일 청와대에서 열린 국민주권정부 제1차 반부패정책협의회에서 발언하고 있다. 정부의 부패방지 대책을 종합적으로 추진하기 위한 반부패 관계기관 장관회의인 반부패정책협의회는 이 대통령 취임 후 이날 처음으로 열렸다. 연합뉴스 이재명 대통령이 각 부처에 국민권익위원회의 공인회계사·세무사·변리사 등 전문자격시험 ‘공직경력 특례제도’ 폐지 권고를 제대로 이행하라고 지시한 것으로 26일 확인됐다. 이 대통령의 지시는 2030세대 지지율을 끌어올리기 위해 청년 정책을 강화하는 가운데 나왔다. 이 대통령은 지난 21일 주재한 제1차 반부패정책협의회에서 “각 부처에 공직경력 특례제도 폐지를 권고했고, 각 부처도 수용을 했는데, 잘 이행이 안되고 있다”는 정일연 권익위원장의 보고를 받은 뒤 “잘 이행하라”고 지시한 것으로 알려졌다. 공직경력 특례제도는 세무사, 변리사, 공인노무사, 공인회계사 등 15종의 국가전문자격시험에서 일정 공직 경력자에 대해 1, 2차 시험 전 과목 또는 일부 과목 시험을 면제해주는 제도다. 그러나 국가전문자격시험에 응시하는 청년층을 중심으로 이 제도가 일반 응시생과의 형평성에 어긋나고 공정한 경쟁을 가로막는다는 지적과 함께 제도 개선 요구가 이어졌다. 실제 2021년 9월 58회 세무사 2차 시험에서 공무원만 면제받은 과목의 과락률이 82.1%로 나타나 청년 응시생들의 비판이 컸다. 권익위는 2024년 공직경력 특례제도 폐지를 권고했다. 그러나 각 부처는 권익위 권고를 수용하고도 관련 법 개정안을 국회에 제출하지 않으면서 제도가 유지되고 있다. 권익위는 이 대통령의 지시에 따라 제2차 반부패정책협의회에서 부처별 이행 내용을 보고할 예정이다. 권익위 관계자는 “각 부처에 이행을 독려할 것”이라며 “다음 회의 때 각 부처가 공직경력 특례제도를 폐지하는 내용의 법 개정안을 왜 내지 않는지, 낸다면 언제까지 낼 것인지 등에 관해 이야기할 것”이라고 말했다.。
